Grand jury declines to indict man in connection with fatal shooting of 15-year-old in Garland

A grand jury declined to indict Cesar Rocha, 18, in connection with the shooting death of a Garland teen in December.

GARLAND, Texas — A grand jury declined to indict Cesar Rocha, 18, in the shooting death of 15-year-old Russell Jefferson in Garland in December, according to court records.

Police said Jefferson was shot and killed Dec. 6 at an alley entrance in the 3900 block of Roanoke Drive. Witnesses at the time described hearing three shots and then a car speeding away.

As WFAA previously reported, per an arrest affidavit at the time, Garland police believed Jefferson agreed to meet Rocha to make a drug buy.

Garland police arrested Rocha on suspicion of murder after police say Rocha told them in questioning that he fired “three to four shots” after Jefferson pulled a gun on him first.
